Bob Fuladi, PD, MBA
President/Executive Director
Dr. Bob Fuladi, is a seasoned healthcare executive and the current President and Executive Director of CADA, a role he assumed in July 2025. A former CADA Board Member, Dr. Fuladi brings over 30 years of experience in the pharmaceutical and healthcare industries. He has held senior leadership roles including CEO, CSO, COO, and Executive Vice President across startups, health systems, and pharmaceutical organizations. Known for his expertise in regulatory compliance, quality improvement, program innovation, and strategic planning, Dr. Fuladi has led research-driven development of pharmaceutical and nutraceutical products as CEO of Branic, LLC, and Chief Strategy Officer at Lipac Oncology Inc. He continues to serve on the boards of TesoRx Pharma and LIPAC Oncology and contributes to academic institutions including MCPHS University and the Keck Graduate Institute. His commitment to advancing community health through strategic leadership and innovation continues to be a valued asset to CADA’s mission.
Victoria Rightmire, MA, LMFT
Executive Consultant
Victoria Rightmire has been with CADA since October of 2010, serving in both clinical and leadership roles. A Licensed Marriage and Family Therapist since 2007, she has provided counseling services, clinical supervision, and program oversight throughout the agency. She was the Director of CADA’s SAVE-EAP Program for over ten years and served as Interim Executive Director from June 2024 to July 2025. In her current role as Executive Consultant, she supports organizational strategies, cross-functional initiatives, daily operations and stakeholder engagement.
Caroline Rind, PHR
Human Resources Manager
Caroline joined CADA in 2024 as Human Resources Manager. She holds a BA in Psychology from UC San Diego, Certificate in Human Resources Management from UC Berkeley and a Professional in Human Resources (PHR) certification. Caroline worked for The Tenderloin Housing Clinic in San Francisco for six years where she gained a strong foundation in Non-Profit Human Resources Management. She has also held Human Resources positions at UCSF and UCSB. Caroline is a Goleta native who is passionate about Non-Profits and Supportive Services. Over the years she has volunteered and worked for local organizations including Casa Esperanza, PathPoint, A.S.A.P. and the Santa Barbara Zoo.
Matthias Quintos, CPA
Chief Financial Officer
Matt joined CADA as a Cost Analyst and Medi-Cal Specialist in 2005. He began his accounting career with MacFarlane, Faletti and Company and became a Certified Public Accountant. He subsequently worked in the County Auditor-Controller’s office, before transitioning to a Cost Analyst position with the County of Santa Barbara Department of Behavioral Wellness (formerly ADMHS). Matt holds a BA in economics from UCSB.
